The party had steadfastly refused to set a date to achieve the reduction but Brandon Lewis, the Policing Minister, said on Thursday that the plan would be delivered “over the course of the next parliament”.

Mrs May then backed Mr Lewis, telling reporters during a campaign tour of the North East of England: “That’s what we’re working for. We’re working to bring immigration down to the tens of thousands.”

However, Mr Davis later appeared to row back on the idea of a 2022 deadline.

Asked on BBC One’s Question Time programme if the Conservatives were promising to hit the target within five years, the Brexit Secretary described the figure as “an aim” and said: “We can’t promise it within five years.”
